The plot continues to thicken with reports today of further suspension of officials at the City of Edinburgh Council's building maintenance department, in the wake of police investigations over irregularities - principally extent of works and contract awards - within the City's statutory notice system

The system allows the Council to carry out essential repairs to private property and to recover costs from the owners.  This has been the long accepted method of bringing about shared repairs to the huge number of traditional tenement buildings in the City, in default of proprietors own arrangements.  Over time, pretty much uniquely to Edinburgh, the system has become the primary mechanism for such property maintenance
